Can anyone evaluate the merits and demerits of current wastewater treatment methodologies used in their city? What recommendations do you make for the future?

Yes... this is an important point to prevent water pollution. This has been partly addressed by the proposed sanitation index to measure the level of sanitation.
Same approach can be used to develop a method to monitor the greywater management as well.

Who takes the responsibility for the pollution happening in such an informal settlement? Is that the political parties who gave the permission to settle? OR Is that the state institutions who take care of such issues? OR Is that the Community who dispose wastewater? No body is accountable, therefore it is happening all the time.

Water pollution control is not possible only by law and monitoring. It needs proper awareness, proper citizen duty and love towards nature and community. For proper pollution control we need a holistic approach with law, awareness and economic approach.

Yes Iqbal, That's true. I would like to share three components that required to address in awareness. Those are Knowledge, Attitudes and Practices. Though people have quite understanding and sensitivity on water pollution, sometimes they are lacking the knowledge on appropriate technologies, best management practices, etc... It is very important to develop their positive attitudes towards caring on the environment, because everyone has a self responsibility to protect water and environment.
